Citigroup has committed to revising both its internal employee Code of Conduct and the customer-facing Global Financial Access Policy. "We will update our employee Code of Conduct and our customer-facing Global Financial Access Policy to clearly state that we do not discriminate on the basis of political affiliation in the same way we are clear that we do not discriminate on the basis of other traits such as race and religion," Citigroup stated. "This will codify what we've long practiced, and we will continue to conduct trainings to ensure compliance."

Elimination of Firearms-Specific Restrictions

The most substantial change involves the complete removal of Citibank's U.S. Commercial Firearms Policy, which had been in effect since 2018. This policy previously imposed restrictions on firearms sales by retail clients and business partners.

"We also will no longer have a specific policy as it relates to firearms. Our U.S. Commercial Firearms Policy was implemented in 2018 and pertained to sale of firearms by our retail clients and partners. The policy was intended to promote the adoption of best sales practices as prudent risk management and didn't address the manufacturing of firearms. Many retailers have been following these best practices, and we hope communities and lawmakers will continue to seek out ways to prevent the tragic consequences of gun violence."

National Shooting Sports Foundation Welcomes Change

The National Shooting Sports Foundation (NSSF), serving as the firearms industry's primary trade association, expressed appreciation for Citigroup's policy shift. The organization has actively challenged discriminatory banking practices implemented by major financial institutions over recent years.

Lawrence G. Keane, NSSF senior vice president and general counsel, issued a statement welcoming the development: "NSSF is grateful that Citigroup's leadership recognized that no one wants to promote safe and responsible firearm ownership more than those of us within the firearm industry. We are encouraged by the decision for Citigroup to resume providing financial services to members of our industry and the opportunity to work together to promote real solutions for safer communities, while respecting the rights of law-abiding citizens."

Despite welcoming the announcement, NSSF leadership expressed measured optimism while emphasizing the need for continued oversight.

"This has been a hard-fought battle to ensure the firearm industry has access to the financial services necessary to compete in today's market," Keane noted.

However, he also indicated his organization's intention to monitor implementation closely: "We are guardedly optimistic, yet adhere to the proverb of 'trust, but verify.' We will see if this is a substantive change in policy or just a superficial change while Citigroup continues to discriminate in private beyond closed doors where it is harder for the public to detect."

"When progressives failed at banning these entire industries, what they did instead is they turned to weaponizing banks as sort of a backdoor to carry out their activist goals," Sen. Cramer said in a press release announcing the measure. "Financial institutions are backed by taxpayers, for crying out loud! They should be obligated to provide services in an unbiased, risk-based manner."
